Why does evolution tend to result in systems that act intelligently?  
To answer, you must define "act intelligently"

But my first thought is that evolution doesn't result in systems that act intelligently.
Seeing as there is only one known "intelligent" species that has existed over the span of billions of years, how can we say evolution tends to result in systems that act intelligently ?  If it did, wouldn't there be hundreds or thousands of intelligent species?
