Does phenotype ALWAYS change with genotype?

Wat kind of genotype an organism has decides the phenotype. But sometimes small change in genotype does not affect the phenotype because in complex organisms more than 1 gene codes for a particular phenotype.

No, because let's say we have a genotype of HH and Hh, where H is the dominant allele, and let's say it represents black hair colour. and h is the recessive which represents brown hair colour. The phenotypes are the same, black hair colour.

see in HH both alleles code for black hair so obv the phenotype is black hair. but in Hh genotype which is heterozygous H which is dominant masks the expression of the reccessive allele. thus the name dominant. so here black colour wins over brown colour. so you get the same phenotype.
