If it is true that the season is summer, than the conditional statement is true. This come from the definition of a conditional statement. A conditional statement is ALWAYS true when it's conclusion is true.

whether a dog is an amphibian has no relevance to the truth value of the conditional statement, so long as the conclusion--it is summer--is true.

Let P be a dog is an amphibian and Q be it is summer. if Q is True: P -> Q will be true. if Q is False, P -> Q will be False.
