Why might a president's legislative proposal receive strong public support from around the nation yet still encounter opposition in Congress?

This generally happens when the President is of one party while the Congress is mainly made up of the other. It's simply because the rival party may oppose it. If the President is having a hard time getting a bill passed and the Congress isn't made up of the rival party, than the opposition would more than likely come from the Senate.
