we have got f(x)=3x+1 so for x=3 we get f(3)=3(3)+1=10 for inverse we have f^-1=x-1/3 so we get for x=3 3-1/3= 2/3 so we have ordered pair for f(3) = (10,2/3) your options may be wrong..
