Depends what you mean by democracy, The Roman Catholic Church is democratic is so much as the Cardinals elect the Pope. The USSR was democratic in that the Communist Party (1-2 % of populace) elected their leaders. The US was democratic in the beginning because only white male land owners could vote. Over time in the US blacks and then woman were allowed to vote. Even though the base of voters in the US increased the wealth and power remained in few hands because they educated family, friend, and others to their way of thinking. This has always been the policy of any power elite.
