When you wanted to remove the +4 on the left side, you subtract both sides with 4. What was your mistake here?

No I didn't even finish the problem I added four to both sides and sice 3/2 is a fraction I put four over one

That's the thing: You are supposed to subtract both sides with 4 since you want +4-4 on the left side and remove the +4.

Yes. So that you will have only the expression with x on the left side.

You cant subtract a whole number from a fraction and since your subtracting from both sides and I happen to have a fraction I wouldn't put four over one?

On the left side you have\[\frac{ 3 }{ 2 }x+4-4\]Why do you need to change anything into fractions? You will just have 3/2x left, no?

3/2 x + 4 = -9 -4 -4 3/2 x = -13 (2/3)(3/2) x = -13 (2/3) x = -26/3

Ah man I was subtracting from the left I was subtracting four from the fraction instead of four from four

When you subtract, add, multiply or divide on either side, you do it to everything on that side as one element. Writing brackets might help.
