This is honestly, easy to factor, you just gotta know the terms.

Find multiples of the 9 and 2, including the signs.
So 9 is just 3*3 and 9*1
2 is just 2*1

(3x-2)(3x+1)

Well the 9 breaks down into 3*3, so we have to use that because 9*1 would make any number way too big.
And 2 is just 2*1. So from here it's just trial and error. plus the -2 at the end indicated a + and -.
When you've been through years of math this kind of stuff becomes second nature to you. :)
