You have a function if, for each value of x there is at most 1 value for y.

a function is something that for any input (something you put in), you get exactly one output (something you take out) if you put in x = 1, you get either -2 or -3. you are putting in 1 thing (x = 1) and getting two things out (y = -2 or y = -3) therefore not a function
