I believe it is false, since words usually ending in "ly" are adverbs and gerunds are verbs within a clause so that it may be modified by an adverb or have an object.

false,i think gerund can be said as a noun formed from a verb, describing an action, state, or process. In English, it is formed from the verb's -ing form, for e.g. "smoking" in "No smoking." In Latin it is a noun ending in "-ndum."
