Well, the president can veto the bill.
I am pretty sure the senators and representatives only have to have 2/3 of the votes to pass it. So they can just not have the people vote to prevent it from passing. But I could be wrong on that

In the Senate, either 51 of the 100 senators or else 50 senators and the vice president must vote in favor of the bill to pass. When the senate is split 50-50, the vice president gets to make the tie breaking vote. So the vice president, if the senators can't decide, can decide whether to be the one person needed to pass it or not.

The bill has to pass the house and the senate to go to the president. If it does not, then the bill dies.

First a representative sponsors a bill. The bill is then assigned to a committee for study. If released by the committee, the bill is put on the calender to be voted on, debated, or amended. If the bill passes by simple majority, it then goes to the Senate. The bill is then sent to another committee, and if released, it can be voted on, released, or amended. Again, a simple majority passes the bill. Finally, a conference committee made up of reps and senators work out any differences between the house and senate versions of the bill. The resulting bill returns to house and senate for final approval. The president then has 10 days to sign or veto the bill.
what does that mean that a representative sponsors a bill? he pays for it?
no...not pays....a bill can be proposed by a regular citizen by bringing it to the attention of a representative. If the representative " likes the bill " he can then sponsor it and bring it up for debate with the other reps. I guess sponsor would mean support it.

I am not too sure about that. They both can sponsor a bill. Which then goes through the house first and then the senate only passing on majority votes. If the president vetoes the bill, it takes 2/3 of congress to override his veto. I know there is a difference, I just don't know what it is.
And I guess for a regular citizen to not want a bill to pass, they would have to write or get in touch with the representative of his state and persuade the rep that the bill is not good. Persuade him/her not to vote to pass the bill.
So the citizen doesn't have a direct role in law making process really?
