ok... so you need the same base... 27 = 3^3 so you problem can be written as \[3^{x -2} = (3^3)^{x + 3}\] using the power of a power index law its \[3^{x -2} = 3^{3x + 9}\] since the bases are the same, both 3, all you need to do is solve x - 2 = 3x + 9 for x hope this helps.
