The rising action is when the plot of the story beginning to escalate while the Climax is when the real conflict is coming and the characters are experiencing a tension situation. the climax is highest point of conflict where the rising action is the presentation or the problem without the conflict.

the entire fable is : A Lion asleep in his lair was awakened by a Mouse running over his face. Losing his temper he seized it with his paw and was about to kill it. The Mouse, terrified, piteously entreated him to spare its life. "Please let me go," it cried, "and one day I will repay you for your kindness." The idea of so insignificant a creature ever being able to do anything for him amused the Lion so much that he laughed aloud, and good-humouredly let it go. But the Mouse's chance came, after all. One day the Lion got entangled in a net, which had been spread for game by some hunters, and the Mouse heard and recognized his roars of anger and ran to the spot. Without more ado it set to work to gnaw the ropes with its teeth, and succeeded before long in setting the Lion free. "There!" said the Mouse, "you laughed at me when I promised I would repay you: but now you see, even a Mouse can help a Lion."

to give it an example, let's use the hunger games again (i'm acting like i've only read the hunger games xD) so, the denouement in the hunger games is when Katniss and Peeta won the hunger games, they went back home to district 12.

if u think that's the denouement, it's not. Because basically a denouement occurs probably near the resolution. therefore, the exposition is what introduces the background in a story. In the fable u showed me, we got introduced of how the lion got angry by the mischievousness of the mouse. That was the background of the whole story.
