Is 0 (with a line drawn through it) included in a subset of a set of numbers, or would it only be the numbers?

If i had {5,9,4} I can make {5}, {9}, {4}, {5,9}, {9,4} but the zero with a cross through it isn't a part of the subset?

No. zero with a line drawn across it means it is an empty set. It has nothing in it. It has No numbers, no anything. By the way, in the example you gave you can make one more subset: {5, 4}
