So I had an idea about preventing spamming in the chats that I thought I would share.
I read somewhere an idea to prevent spamming by preventing users from posting messages in the chat within three seconds or something of the previous message that they have posted. I personally don't think this is a great idea, but while this might work, how about this instead: Once a spammer's account is banned or suspended, the spammer creates a new account and continues spamming. So how about, when a user registers a new account, making it so that he or she cannot use that account until they have confirmed his or her email address, or making a delay of, say, one hour before the new account can be used?

I think that's a great idea. Many spammers after suspension, they create a new account just to go back and spam again.

Is it possible to track the spammer's IP and not allow the specific ip to create new account's in OS for let's say a day or two according to the intensity of spam

A time out delay has been discussed for the chat rooms. Short standing (10 or 15 min) IP bans for each suspended account have also been discussed as a means of controlling the multiple account fiascoes that sometimes occur. Cookies have also been discussed. Sadly there are serious technical obstacles to both, as well as ethical implications of IP bans - would you ban an entire school or library full of users, for example, just because one person is a troll? That said, I am on the record already - but will go on the record again - as thinking all these are superb ideas and should be implemented.
personally I dont like the ip ban idea at all. as blues already mentioned it may hit the wrong person. you cant just ban a single ip address, it would have to be a whole range. otherwise nothing prevents you from disconnecting and reconnecting to the internet to get a new ip address since most ip addresses are assigned dynamically by the ISPs. coming back to the whole range of ip addresses that would have to be blocked, I dont have access to the German Runner's World Forum anymore because I happen to live in Australia. Runner's World had had to suffer from spammers from Asia in the past so that they decided to block the whole Asian range of ip addresses, including Australia. There probably is no effective way of getting rid of only the spammers, unless you want to do an ID check with a scanned copy of the passport or driver license or something like that. best way to deal with spammers is to block them individually with that Block User button and ignore them.
I wasn't really suggesting an IP ban... I am aware of the problems that it would cause, so I don't think it would work.
