The question comes down to how many quarts V2 of air at atmospheric pressure P2 equals the amount of gas in 4 quarts at the pressure P1 66 feet under the sea. P V = n R T, but T is the same temperature P1 V1 = P2 V2 V2 = (P1/P2) V1 P2 = 1 atm P1 = 1 atm + pressure of 66 feet of water, m g h, [roughly 2 atm, but check that] I'm supposed to stop short of giving you the answer, so....
