I belive, but I might be wrong, that it was the first set of codified law. In other words, first time laws were in writing.

That's close! Justinian's Code wasn't the first, but it cleaned up all of the laws that the Byzantines inherited from the Roman Empire which turned into a spaghetti mess by the time he arrived. By codifying a single set of laws and making them readable for everyone in the empire, Justinian's Code guaranteed that anyone going to trial in the capital could expect the same kind of laws as far away as Egypt or Libya.
