All you need to do is treat the minutes and seconds as fractions of an hour. so the 15' is really 15/60 (since there are 60 minutes in an hour) the 27" is really 27/3600 (since there are 3600 seconds in an hour) Now put it all together: 18°15'27" is 18 + 15/60 + 27/3600 = ??
