the propaganda used really didn't threatened the people who wouldn't agree only the Jews if that makes sense. Furthermore, the propaganda would blame the Jews for all Germany's problems saying that they were the cause of it and eventually people began to believe that most importantly Jews were blamed for the Germany's lose during WWI, So it was a built up hatred and blame that led to the propaganda toward the Jews.
