The question implies that p* = 163 (with the last digit uncertain) So what do you think is the range in which p* can lie ??

As the question said - p* has 3 significant figures. We should simply drop all digits after 163 (or round-off)

Significant figures indicate the precision of your measurement. When I said - "... We should simply drop all digits after 163..." what I implicitly stated is that my scale (or any other measuring instrument) has a mark for 163 and 164; but nothing in between. In other words, I can't be sure of what digits will appear after the decimal. Actually, I am not even sure if I should report my measurement as 163 or 164 because it was in-between these two marks.
