I'd probably go with the first answer, that laws placing limits on the numbers of immigrants from certain countries to the United States were passed. After the Russian Revolution and WW1, a number of new laws were passed that limited immigration by instituting quotas based on what census figures were for nationalities. Much of it was borne out of fear of the events happening in Russia and concern over anarchists entering the United States.
