The links given above explains how to do it: They are asking you to convert 23 20' 48" to degrees. That is, 23 degrees + 20 minutes + 48 seconds in degrees. There are 60' (60 minutes) in a degree. So 20' = 20/60 degrees There are 3600'' (3600 seconds) in a degree. So 48'' = 48/3600 degrees Add them up: 23 20' 48" = 23 + 20 / 60 + 48 / 3600 = ? degrees
