Remember, 5/8 divided by 1/16 means you're taking a bit more than half of something, and finding out how many pieces which are only 1/16th of that something you can make out of it. 5/8 > 1/16, so yes, of course you'll be able to get more than 1! If I asked you to take 3/4 of a candy bar, and divide it into pieces that were 1/16th the size of a complete candy bar, would you have any trouble deciding (without dividing) that you could get several pieces? That's exactly what this problem is doing...
