You know that\[x= \frac{ V^{2}\sin 2\alpha }{g }\]\[V^{2}= \frac{ xg }{sin 2\alpha }\] you will get the minimum initial velocity when sin2α = 1, α = 45º, then \[V= \sqrt{xg} \]\[V= \sqrt{ (11)(9.8)} = 10.4   m/s \]
