it is covalent polar. Both atoms have different electronegativity, If you talk about Oxygen with Hydrogen is covalent polar. If you talk about Oxygen in O2 that is covalent apolar as well as in H2 is covalent apolar.

I will go for covalent but I will said that the question is not very well formulated. It is not clear either if it is asking about the bond between oxygen and hydrogen or the bonds that this atoms can have with other atoms or with themselves. The oxygen can make ionic compounds with metals.
