No it cannot. If a triangle has one right angle, then the other 2 angles must be acute. If you had 2 right angles, then they'd add to 90+90 = 180, but there's no room for the third angle. The third angle would have to be 0 degrees.

If you had 2 right angles and one other missing angle, call it x, then 90+90+x = 180 solving for x gives you x = 0
