Definitely D, even though it is sort of true also(of course he wouldn't openly admit this). FDR had his programs specifically to give people the illusion that they are working, and worried people getting reliant on government handouts. Historians will tell you that Coolidge and Hoover were super lassize faire, even though Hoover was pretty pro-government and passed the Smoot-Hawley Tariff that started the depression. So yeah, D.
