The molecule of HCl is an ionic molecule, which can be considered as resulting from the interaction between H + and Cl-ions With potential interaction energy given by U (r) =-K (e ² / r) + B / r ^ 10, where r is the distance between the centers of each molecule. The first term is the Coulomb attraction (k = 9x109 Nm ² / C ², e = 1.6 × 10-19C), and the second term is the repulsive interaction within walking distance (B> 0). The distance between the center of the molecule is 1.28 angstrom, a unit mass atom is 1.66 x10-27 kg. (a) Calculate the "effective spring constant" k

Try here https://courses.edx.org/courses/MITx/8.01x/2013_SOND/pdfbook/0/ You need chapter 23 section 23.7 which is on page 23-37.and there are a couple of examples given there.
