If EK is 28, and LR is 42, EK:LR = 28:42 or 2*2*7:2*3*7 or 2:3 So multiplying by 2/3 will convert a dimension on the larger figure to the dimension on the smaller figure. Multiplying the bigger figure by 3/2 just makes it bigger, and that's not what you want.
Look at this example: Given ABCD ~ MNPQ, what scale factor applied to MNPQ will give ABCD? A. 7/5 B. 5/7 C. 4/3 D. 3/4 C is correct

ratio is 4:3, with ABCD being the 4 and MNPQ being the 3. If we multiply 4/3 * 3, we get 4, so 4/3 is the correct scale factor to go from MNPQ to ABCD.

ratio of EK to LR is 28:42 or 2:3, with EK being the 28. Multiplying 42 by 2/3 gives us 84/3=28, so 2/3 is the correct scale factor to apply to LNPR to get EGIK.
