That's all it has in the question. I know I'm suppose to put 9y=2x+18

no then it should be -->y <18+2x/9

the first step would be to subtract 2x from both sides to get 9y < 2x + 18 yes :) then you would divide both sides by 9 so y < (2/9)x + (18/9) (18/9) can be simplified to 2
