...massive retaliation. That's what I'd probably go with. The Eisenhower Doctrine was only part of US policy at the time in trying to avoid a full-scale conflict, though if one were to start, the US response would be to massively retaliate with everything in its arsenal including nukes. It was more the THREAT that this would be the answer that it was hoped would curb Soviet intervention in hot spots around the globe. Pre-emptive war was definitely not what Eisenhower wanted, and detente occurred many, many years later as both Soviets and Americans began to thaw their diplomatic relations.
