I would think that over the period of one rotation the surface of the planet would be exposed to a even distribution of sunlight, and the temperature "on the planet" would be constant. If the answer had said "on a point on the planet" I would agree with a. I think this is a bad question.

We have 24 hours in a day and have 12 hours on our clocks. Also, it doesn't say whether this planet has an axis perpendicular to a star. If it is perpendicular to a star, it wouldn't have seasons at all, or they could be said to vary every day since seasons are arbitrary anyway.
