Antibiotic resistance occurs when bacteria change in some way that reduces or eliminates the effectiveness of drugs, chemicals, or other agents designed to cure or prevent infections. The bacteria survive and continue to multiply causing more harm.

Ahsan11, the bacteria used in cloning plasmids (usually E. coli HB101), is a strain that is not pathogenic. Additionally, it is not used outside of a laboratory setting so there is near 0% chance that this will cause any harm to the population or affect the antibiotic resistance in infectious bacteria.
