Step 4: Label the point of intersection of the arcs above the line segment as Q and below the line as R. Step 5: Using a straightedge, join points Q and R.

For part A, I think step 2 is incorrect, using a straight edge to draw arcs above and below, would not a compass be the tool to use?

yeah because these are the steps to create perpendicular lines You are given a line and a point on the line. Mark the intersection point of these two lines. Place the compass on this intersection and swing an arc on either side of this point, making sure to cross the given line on both sides. Mark the two intersection points of the given line and two arcs. Place the compass on one of these intersection points and draw two arcs, one on either side of the given line. Keeping the compass at the same width, place the compass on the second intersection point and draw two arcs, one on either side of the line. Make sure that the two arcs on either side of the line intersect one another. Mark the intersection point of the two arcs on either side of the line. Draw a line through these two intersection points. This new line is perpendicular to the given line. yeah because these are the steps to create perpendicular lines

Yes, using the compass you have created a square whose vertices are A, B, Q, and R. The diagonals intersect at point C and they are perpendicular.
