The Social Security Act established pension for those who were retired, and also helped out families in need of some extra money during the Great Depression.
The Act established the Social Security Administration to oversee collecting SS taxes and dispersing pensions to people deemed to old to work. It did NOT disburse any funds for working age people no matter what their financial situation. The program has bee amended to include disabled people. NO healthy adult American of working age received any government financial assistance for everyday expenses until the Great Society under President Johnson. Food stamps, unemployment, WIC, student grants and such did not exist until the 1960s. The GI Bill granted loans to returning service men after WWII, but they had to be repaid. Government housing loans didn't appear until the Great Society.
