Please explain this to me as I literally don't know how to solve it.

It might make more sense to you if they had worded it like this:
Is `x=8` a solution of x < -1 or x > 7 ?
Plug 8 in for x and see if both inequalities hold true.

so I guess you want to see if `either` holds true.
