The Twenty-Sixth Amendment to the U.S. constitution prevents states from setting the minimum voting age for all elections in the U.S. above 18. At the time that the amendment was passed, the nation was drafting many young men at age 18 or 19 to fight in wars. But most elections required voters to be 21 to participate. Passed for the reason above also because parties probably thought they could easily gain those young voters. That is a decent population of young men that can usually be easily persuaded.

FDR lowered the draft age to 18 in WWII. "Old enough to die for their country, old enough vote" was a slogan from then on. President Eisenhower first proposed the idea in a State of the Union Address. Student activism because of VietNam increased in the 1960s. The soldiers and families that lived thourgh WWII and Korea fully understood the concept. There was great public support. The amount of time between Congress sending it the States and 3/4 of the States ratifying was less than 3 months. The shortest Ratification period of any Amendment to the Constitution.
