The exponent is on the other side of the equal sign because I have to simplify the equation so the exponent can be moved to the other side of the equal sign

First to get rid of -3 from left side you need to add +3 on both side . after that you will get equation like 9y = ------ then to get rid of 9 from left side you need to divide both sides by 9 ,so you will get expression y = ----- ...Hope this will help you

To graph this expression , just choose any value of x and find corresponding y That is put x = 0 & find y =- ---? that will be your first point (x , y) similarly put x =1 & find y = ----? That will be your another point (x,y) proceed to x = 2 , 3 , 4 .. & find corresponding value of y , So we get points . now Plot that points on graph & connect them ..
