This is a little sticky. The Articles of Confederation weren't working as a system for the country. Lots of rebellions were flaming up, the most famous was Shay's Rebellion which happened about the time of the Annapolis convention. So A is not your answer. The US couldn't do anything about trad along the Mississippi in 1786. And the Northwest Land Ordinances were dealing with settlement there. So B and E are out,. That leaves C and D. Interstate commerce was a huge problem that the Articles of Confedreration just couldn't handle. Each state could set its own tarriffs and trade rules. So the convention at Annapolis was called to work out a solution. Only 5 states were represented. They talked about trade between the states and ended up calling for another convention to fix the bigger problems with the AoC. Your answer is probably C. Trade was the original problem the brought them together.
