If for no other reason than it's hard to say what the exact point at which a rock layer is formed is when they aren't made instantly :-) (for example, volcanic deposition, sedimentation, etc.)
So the question is now choosing between relative dating giving us an absolute age or a relative age :-) A look at the dictionary entry for "absolute" includes the words "not comparative or relative" so it should be clear that absolute dating is the one that gives us a number for the age, and that relative dating gives us just an ordering — "this layer came first"
So "D" is the correct choice here.
