Hello! Welcome to Openstudy! Here is an advice: Do not use Openstudy as a medium to get answers during a test. You can come here before your tests to prepare for them. Assuming your test is over by now, the reason why the reading is wrong is that when we calculate pH for 1 x 10-3, we get pH=3. But for basic solutions pH is always greater than 7.
