Right, if effective teamwork and high productivity is practiced with coworkers - then, it is a good/positive horizontal relations. Effective teamwork is required to maintain the bonding among the coworkers as well as to maintain the decorum & discipline of the organization. High productivity also helps to increase the rate of production, due to which, it is surely a good and positive horizontal relationship. Here, horizontal means : You and all coworkers are equal (or near equals) - (source : answers.yahoo.com )
