Hmm, I wonder if this is a trick question. :3 lol But an atom of higher atomic number and mass number WILL have more electrons, and likely more orbitals. The orbital thing might not be the case if the two elements are right next to each other on the Periodic Table. However, in this case, atoms of Element Y will still have more electrons and orbitals than atoms of Element X.
