Yes, C is correct. The "store's policy" uses an apostrophe to show that it is the store's policy, not some other entity's policy. "It's" is a contraction of "it is" in "even if it's their fault", so it requires the other apostrophe. You probably know this, but it is not the case that you always make a possessive by sticking in an apostrophe; in particular, "its" is a possessive which does not need or accept an apostrophe. Use "it's" ONLY if "it is" or "it has" would work in that spot, and never use "its'" or "her's" or "our's"!
