well i know it is eather B or D because it is a solid line right?

its just whn i convert it to slope intercept form to graph it, it has fractions and i suck at graphing fractions

Actually you can just conclude what it is by looking at C or D, because it's a solid line as you mentioned.

Do you know how to graph -3x+2y = 7?

yes. you change it to slope intercept form which would be y=-3/2x+7/2

Not the inequality, in the algebra, you have -3/2x instead of 3/2x

7/2 = 3.5 a good way to remember these I guess would be to think of it this way, 1/2 = .5, 3/2 = 1.5, 5/2 = 2.5, 7/2 = 3.5, see the pattern?

Just be careful with these problems, go slow, because it's very easy to make mistakes. Especially as you found out with the algebra :d
