That's addition but you probably made an error in writing the question, the product should be BrH2C-CH2Br not BrHC-CHBr? If not it's substitution

In substitution there will be side products formed in addition there will not be any side products hence its an addition and not substitution reaction :)|dw:1400428206253:dw| it cant be BrCHCHBr :) may be some mistake :)
