Actually @TacoGod I'm sure it's the first. He said it, yes, but not in quotes, since the person is just referring to what Xavier said and the sentence itself is not a question.

And it wouldn't be either of the last two since the third has a capital in "If" and the fourth is missing a comma and it doesn't end in a question mark.
