I will explain each of the option A. freezing of polar ice caps It actually decreases the salinity of the ocean because melting of ice causes increase in water level of the ocean and salinity decreases B. Strong tides It has nothing to do with the salinity it is related with gravitational forces of sun, moon and earth and various other factors C. River water flowing out into the ocean Rivers add fresh water to the ocean so it decreases salinity. Fresh water enters the ocean through rain and rivers. Rivers bring in a small amount of new salt and dissolved minerals that remains after evaporation.Ocean water will become less saline near rivers which are adding fresh water to the ocean D. High levels of precipitation Evaporation will increase salinity, the water will evaporate but the salt will remain so the concentration goes up

hmmmm..i see...ice formation should also lead to decrease in salinity since it traps the salts within it or better say brine within it
So the only option which seems to increase the sality is C...although i am not fully satisfied with it

I just haaaaad to say this...interesting fact, fresh water i.e. river water and saline water i.e. ocean water don't really mix...it is one of the many miraculous things in this world. They co-exist, flow side by side, but don't mix. That is why you can find fresh water springs and streams in the middle of the ocean.
