If we assume line pq is tangent to the circle, then it forms a right angle.

Interior angles of a triangle sum to 180, yes? So subtract the other two angles from 180 to find the missing angle

I'm here to help. The line PQ is a tangent, I'm assuming, so that creates a 90 degree angle where it touches the circle. So if that's 90, and the second angle is 16, 180 - 90 - 16 = 74. It's the first choice of your answers.
