1. Write a journal article of 600–900 words about a piece of environmental legislation. Describe both the content of the legislation and the process of passing it. Explain the arguments for and against the legislation. Include an analysis of the effects of the legislation. If the legislation is too recent to have had any effect yet, speculate on its possible effects. Include your own point of view about the effectiveness of the legislation. "Seafood or a healthy environment ?" Is the question many local California fisheries are asking themselves and they are choosing Both. AB 2019 would potentially ban the use of drift nets which would lead to fisheries being shut down or less efficient ways to catch the desired fish for consumers. The bill was denied April 29 and the bill would have taken affect on February 1, 2015. California is the only state that has not banned the use of drift nets. Passing this bill would reduce the availability for seafood and also reduce the unintentional death of marine mammals. California fisheries use drift nets to catch swordfish but they also catch dolphins, whales, turtles, sea lions, sharks and even birds. AB 2019 supporters state that for every five swordfish caught one mammal is killed and that 60% of their catch is bycatch. Drift nets are a mile long and are left underwater overnight . Marine mammals eventually need to resurface to fill their oxygen pockets and due to the nets being left underwater for a long period of time they drown. Birds are entangled in the nets and dragged underwater and also drown. Most sharks can not survive without constant movement because they can't manually suck in water and filter the water back out of their gills so they use a technique called ram ventilation and they are basically ramming the water and oxygen into their gills and filtering it out. Another major issue for environmentalist is that endangered turtles and sea lions who are currently recovering from dwindling numbers are being unintentionally killed and if better fishing techniques are not put in place they will completely disappear. Although I was not able to get in contact with a supporter of the AB 2019 I emailed a blogger Johnathan Gonzalez who opposed this bill and got his point of view and statistics of the drift net bycatch. Gonzalez stated that fisheries located in California have been working with Pacific Offshore Cetacean Take Reduction Team (PCTRT) since 1996. They adapted new methods such as lowering the net to 36 ft. because marine mammals and sharks are known for occupying the surface at night. Fishermen have also been required to attach acoustic pingers to the net to drive away dolphins and whales. No one knows why it works but scientist assumes either dolphins and whales find it annoying or make them think something new is in the water so they avoid where the pings are coming from. Since these methods have been implemented bycatch has been reduced by 70%. The shut down of fisheries would cause a lot of men to lose their jobs which would also disrupt families. The research I have done on this bill has two different sides. I have yet to find an article or any kind of statement that is not trying to persuade the reader to chose sides. The statistics differ depending on if the article is opposed to AB 2019 or for it. I believe the outcome would have risen prices of swordfish since it would have been harder to get and I could not deny that it would have taken away many jobs. The denial of this bill has brought to light the concerns of a healthy environment. Even though statistics have gone down according to people who oppose the bill new methods are being looked into to catch fish safer and achieve greater hauls of swordfish fish. Assembly members Paul Fong and Marc Levine Introduced the bill. On March 3rd it was sent to the Assembly Water, Parks and Wildlife Committee. The proposed bill was brought up to Pacific Fishery Management Council who monitored the use of the drift gilnet. On April 23rd the amended AB 2019 was reintroduced to PFMC and was put into vote at a Sacramento council meeting. The bill was turned down because the due to the real facts the fisheries were putting in an effort to reduce bycatch and the numbers of had gone down. The fisheries environmental concern helped them keep their jobs, keep seafood on the menu and keep a healthy ocean.

Well there is a lot of grammar mistakes for one thing. I believe you should have added the problem of over-fishing. My tip would make it as the first paragraph on just introducing the bill, 3 paragraphs on the main problems then finding a solution. and with a conclusion on your feelings. But that's just my opinion. overall nice essay. (:

okay thanks for the advice .

OpenStudy (anonymous):

yeah but should lean on staying on a side to not confuse the reader

OpenStudy (anonymous):

well I was supposed to explain both sides of the legislation
